A New Roof for Your Monument Home

Monument is about 20 miles north of downtown Colorado Springs along I-25, in the Tri-Lakes area. The town covers 6.84 square miles. Census figures show 10,399 people in 2020 and an estimated 13,813 by July 2025.

The Palmer Divide Historical Society dates the first settlers to 1860. A railroad line opened through town on January 1, 1872, and the name changed to Monument in 1874. The first town meeting met in Gwillim Hall in 1879, with Henry Limbach as the first mayor.

Monument Homes and What Sits on Top

Census data for 2020–2024 puts the owner-occupied rate at 76.1% and the median owner home value at $636,700.

Downtown keeps some of the town's oldest buildings, including the Monument Hotel at 192 Front Street (built 1870) and the Lewis School, known as "Big Red" (built 1919). On an older home, ask your roofer to check the decking once the old layers come off.

Many Monument-area neighborhoods have an HOA. In the Woodmoor area, the Woodmoor Improvement Association's Architectural Control Committee reviews several hundred home projects a year. We have not read its roof standards, so check before you pick a color or material.

What Monument Homeowners Can Request

  • Full roof replacement. A complete tear-off and new roof, plus an ice barrier if your lot sits above 7,000 feet.
  • Storm and hail damage. A roofer photographs and prices what a storm left behind. The claim stays between you and your insurer.
  • Shingle roof replacement. Architectural or Class 4 impact-resistant shingles. Class 4 is optional.
  • Metal roof replacement. Standing seam costs more up front than shingles. HOA design rules may decide whether it's allowed on your street.
  • Roof repair. A torn shingle, a loose vent boot or a small leak.

Details are on the pages for roof replacement, hail and storm damage, shingle replacement, metal replacement and repairs.

Weather on the Palmer Divide

Monument sits on the Palmer Divide, a high ridge that the local historical society says "creates its own weather patterns." Monument Hill reaches about 7,352 feet. No official hail report we found names Monument, so the facts below are county-level or city readings.

A 2023 federal disaster declaration covered El Paso County for the June 8–23 storms, though that aid went to public agencies, not homeowners. The Colorado Springs station logged a 69 mph gust on August 2, 2023, and hail on 4 days in 2024 (NWS). After a storm, look for shingle pieces in the yard or dented gutters.

Who Permits a Monument Re-Roof

The Town of Monument is served by the Pikes Peak Regional Building Department (PPRBD), at 719-327-2880. Its main office is at 2880 International Circle, Colorado Springs, CO 80910.

  1. Your roofer shows you an active PPRBD contractor license. Look it up on pprbd.org.
  2. The roofer pulls the permit. Any repair or replacement over 100 sq ft needs one.
  3. All old asphalt layers come off. PPRBD does not allow a second layer on homes.
  4. Above 7,000 feet, the roofer adds an ice barrier from the eave to at least 24 inches inside the wall line.
  5. The roofer books the "B=R" final inspection. Tile roofs add a "BTR" check. Re-roof inspections are not same-day.

The Class A fire-rating minimum in PPRBD's guide names the City of Colorado Springs only. For a Monument home, ask PPRBD which rating applies.

Built With Monument in Mind

Monument has long made use of its cold winters. A Gazette guide to the Tri-Lakes area says ice cut from Monument Lake once reached 20,000 to 30,000 tons a year. Today Lewis-Palmer School District 38, based in Monument, enrolls 6,318 students in 10 schools (Colorado Department of Education, 2025–2026).

  • A roofer who works up north. We pass your request to one independent roofer who takes jobs in the Monument area.
  • Nothing to pay us. Roofers may pay for referrals. You pay only for work in a signed contract.
  • Law on your side. Colorado gives you 72 hours to cancel after signing, and 72 hours after a written claim denial. See the Colorado roofing rules.

Before Your Monument Inspection

Does the Town of Monument issue roof permits itself?

No. Roof permits for Monument come from the Pikes Peak Regional Building Department, which serves the town. Your roofer applies for the permit and must hold an active PPRBD contractor license first. Check both the license and the permit status on pprbd.org.

Will my Monument roof need an ice barrier?

It depends on your lot's elevation. PPRBD requires an ice barrier on homes above 7,000 feet, and Monument Hill rises to about 7,352 feet. Ask your roofer to confirm your home's elevation and, if the rule applies, to list the ice barrier on the written estimate.

I live in Woodmoor. Do I need approval first?

Very likely. The Woodmoor Improvement Association's Architectural Control Committee reviews home projects, and we have not seen its roof standards. Ask the committee what it needs and how long a review takes, and get approval in writing before your roofer orders materials.

Can my roofer talk to my insurer for me?

A roofer can document and price the damage. A roofer can't act as your public adjuster or negotiate the claim, and can't pay or waive your deductible under Colorado law. You and your insurer settle the claim, or you can hire a licensed public adjuster.
