From Inspection to Cleanup
- Inspection and quote. The roofer checks shingles, flashing, vents and attic, and can price architectural and Class 4 side by side.
- Contract. Both of you sign it before work. You then have 72 hours to cancel.
- PPRBD permit. Only a roofer with an active PPRBD contractor license can pull it.
- Full tear-off. PPRBD doesn't allow new asphalt shingles over existing layers on a home.
- Deck and underlayment. Soft boards are replaced, then underlayment, drip edge and flashing. Above 7,000 feet, an ice barrier runs in from the eaves.
- Shingles and ridge. Asphalt jobs don't usually need a mid-roof inspection.
- Final check. PPRBD inspects, and the roofer clears debris and nails.

What You Can Expect
A clear quote names the shingle brand and product line, the underlayment, how much decking is included and the price for extra boards. Ask what the manufacturer's warranty covers and how long the roofer backs the labor. Colorado law has the roofer hold your payment in trust until the shingles are delivered or most of the work is done. Are Class 4 shingles required in Colorado Springs?
No. The city requires a Class A fire rating on one- and two-family homes. Class 4 is a hail-impact rating, and choosing it is up to you. These shingles cost more per square foot, so ask your roofer to price both kinds and compare the totals before you decide.
Will Class 4 shingles lower my insurance bill?
They might. Many insurers offer a discount for Class 4 roofs; ask yours. Do it before you sign the roofing contract, and find out what paperwork the insurer wants, such as the product name and proof of the install date. Discounts vary by company and policy, so we can't say what yours will be.
Can my HOA stop me from using Class 4 shingles?
Check your HOA's rules first. Colorado's 2024 HOA law covers fire-hardened roofing materials and says nothing about hail-resistant shingles. Many HOAs also set color and style rules. Get approval in writing before your roofer orders materials, so what arrives matches what was approved.
Is there a state grant for a stronger roof?
Not yet. Colorado created a roof-strengthening grant program in 2026 under SB26-155, but grants are not open yet. No amount or start date has been published, so don't put off urgent work waiting for one. If a roofer says a grant will pay for your roof today, be careful.
